Animal keeping bylaw - Bees
From "Comment on the Draft Animal Keeping By-Law"

The current by-law is far too restrictive regarding beekeeping. It should allow responsible beekeeping on suitable urban residential properties, not only agricultural land. The Cape honey bee (Apis mellifera capensis) is indigenous to the Fynbos region and an important pollinator supporting local biodiversity. Beekeeping also offers a valuable source of supplementary income for low-income households and small entrepreneurs.
Policy recommendation: Permit urban residential beekeeping under simple, risk-based requirements for hive placement, colony management and swarm control. No neighbour consent should be required where the beekeeper complies with the prescribed requirements. This would provide an inclusive opportunity for residents across income groups while supporting biodiversity, food security and local livelihoods.
