Better definition

Short stay and long stay need to be better defined. It can not only be defined by a "transient guest".
Some of us are sick of incompetent real estate agency that have no insurance policy and do a poor job, and use airbnb for their visibility, protection for the owner and the tenant and absolute insurance. I don't want to be penalized for using airbnb instead of a real estate agent.
You not only need to pull the "how many days over the past 365 days this property was available on Airbnb" but also "how many days had a mandatory minimum stay below 30 days". Only this should be counted towards the calculation. I don't want to be penalized when I'm actually forcing my bookings to all be long term.
The platform what is not what this is about, the duration of the stay (or of the availability) is what matters.
Please be mindful to formulate that more clearly in the by-law and make sure the technical implementation accounts for that.
