THE PROPOSED NEW CHARGES ARE UNFAIR, UNREASONABLE AND ARE NOT CORRECTLY FORMULATED AS TYING EVERYTHING TO PROPERTY VALUES MAKES NO SENSE. USAGE OF UTILITIES SHOULD BE BASED ON HOW MUCH IS USED AND WHAT THE COST OF PROVIDING THAT SERVICE IS - NOT WHAT THE HOUSE IS WORTH!
