Criminalize a use of 240L Wheelie Plastic bins far from the intended household.

In most townships wheelie bins are getting stolen on daily basis during the collection of the bins. I am not sure of the process of reporting a stolen wheelie bin but if the owner needs an affidavit to prove the theft then the records should speak for themselves that we have this issue. The are a lot of young people who steal these wheelie bins and use them to carry stolen property be it electrical cables, metals, household appliances, car batteries and sometimes use them to carry beer cases from illegal alcohol traders and also use them to carry rubble, household garbage, grass clippings, Its a lot. Can the City of Cape Town conduct a desktop study of this idea because it affecting a lot of people. I know suburbs that are not far from township are also subjected to the same challenge but maybe not as much as the people living in the township. I am ready to receive a discount on my rates for this idea because this will save City of Cape Town some money but will affect the company selling the City of Cape Town these wheelie bins badly. This idea will improve or reduce things like illegal dumping, theft and disruption of services, criminality, financial spending on wheelie bins.
