What is the actual proposal in practical terms? Is it proposing a mobile app that provides all the information described, in an offline app? EDIT: OK I missed the attachment. The City does actually have a published open data policy, and their current eServices app does allow for registering all sorts of issues, complete with GPS location, and a photo as well. That integrates with their back end systems. I've used it to report water leaks as well as damaged paving. So I suppose this proposal needs to be compared to what there is, and whether it would also be an open source solution vs a proprietary licensed type solution.
