At first glance this appears to give residents more rights in the planning process, but in truth it puts the responsibility on the resident to find out what is going on and the timeframe is extremely short to do this in. The onus should be on the developer or person carrying out the changes to inform neighbours and everyone affected by the building works. These changes also only allow a limited appeals process and the developer or builder does not need to await the outcome of any appeal and can simply carry on with the works. Changes are important but should benefit residents and neighbours. Access to the information is also severely restricted. This should not be allowed to proceed in its current form.
