Good proposal to support pedestrian mobility

I've read through 'Draft Mobility and Access Plan' and like it's emphasis on making movement across the CBD easier and safer for pedestrians. I also support the goal of decreasing curbside parking, except for deliveries and people with disabilities.

I especially like the proposed vision for Buitenkant and St John's Street, since I feel there is no safe route on foot currently after dark from Roeland up to Orange/Mill.

One concern I want to express is the plan's assumption that cycling will increase if more bike lanes are provided. This may be mistaken and based on a European model of urban planning and culture. This plan need to be anti-fragile and be flexible in the scenario where cycling as a mode of transport is not adopted by more people. In my opinion, it is wiser to bet on pedestrians than cyclists.
