The second highest cost driver is inflexible staff costs.

This can be addressed by establishing an initiative within the Core Application Refresh (CAR) programme that investigates the use of artificial intelligence technology in order to automate administrative processes and improve customer satisfaction. Part of this initiative could be to develop business cases for automation in combination with voluntary retrenchment schemes.

In the past I enquired about the automation of motor vehicle license renewals on eServices. The feedback that I received that this is not possible, because eNatis is not willing to provide API access to its system to the City of Cape Town. Therefore it requires agents that manually access eServices and eNatis. However, Agentic AI solutions can now overcome this challenge by allowing to automate vehicle license renewals on eServices without using an eNatis API.
