A permit, renewed monthly, seems too regulatory for informal traders who have enjoyed the ability to trade at the flower market for many years. Surely every 6 months or 12 months makes more sense?

It is a very good proposal, however I agree with Craig Symington a monthly renewal does not make sense, and is time consuming reducing their business operating hours when they have to stand in queues to renew their permits. Permit should be valid for a year.
