land zoning and the growth of the economy

Dear CITY OF CAPE TOWN , I am writing regarding the land situated at [33 RUNNERS GREEN], currently not zoned [state current zoning if known]. The land is vacant and unoccupied. We have prepared active, viable business plans that are ready for implementation once the necessary land-use rights (rezoning / departure / consent use / other) are in place. These plans will create local economic activity, employment opportunities and rates income for the City. However, the application fees and related costs required by the City (basic application fee, possible complexity and advertising fees, and any subsequent development charges) are substantial. Paying these significant amounts upfront while the land remains undeveloped and generates no income places a heavy financial burden on us and delays the very investment that would bring the property into productive use. We respectfully request that the City consider the following: * Guidance on the most appropriate and cost-effective application route for our specific proposal. * Whether any fee reduction, exemption, phasing of payments, or other relief is possible in cases where land is vacant and the applicant has demonstrable, ready-to-implement business plans that will activate the site. * Any pre-application consultation that could clarify requirements and help us avoid unnecessary costs or delays. We are committed to complying fully with the Municipal Planning By-law and the Development Management Scheme and are ready to submit a complete application. Our goal is to bring this vacant land into economic use as soon as possible for the benefit of both the applicant and the City.
