Licences and license fees.

I strongly object to needing permission or having to obtain a license and pay a fee to keep a pet. The City can set its limits and welfare rules, but that's as far as your jurisdiction goes with regards to my own property (property being both the erf which I live on and the animal which I own). There are already laws concerning the welfare of animals - and even those are not being enforced properly, so what reason do we have to believe that these new bylaws will be enforced equally for all and not become another two tier rule meant only for people who already abide by the laws and pay their rates and taxes? This is complete nonsense and I object in the strongest possible terms to this attempt to impinge even further on the freedom of citizens.
