New Pet Policy and By Laws

While By laws introduced for the well being of all, are appreciated, one wonders who creates these! As opposed to regulating law abiding citizens it would be appreciated if the city focused on the enormous cases of dog, cat and farm animal abuse and neglect seen throughout the Western Cape! Farm animals seen all over the freeway with little or no access to water. Starving dogs seen all over the informal settlements and Cape Flats. A handful of us feeding and rescuing the mass of tragic cases (I personally feed 52 dogs a day) While the City Ward councillors ignore our plees but want to regulate well behaved dogs in apartments and happy dogs running in parks to be on leads. Seems the focus is on the easy targets and not the real problems! Control is good, but get the enormous problem under control, just this week we had ten abused and abandoned dogs came in that I have to manage, while my neighbour and ward councillor wants to control how many well behaved dogs I have!
