Nice idea but...

Go to the project
The animal keeping bylaw is overall a good one but like so many of the city by-laws the problem of enforcement will be the problem. Dog fights, equine mis-use and others happen in tightly knit communities where everyone knows what everyone does or could be in a position to do.
There is no financial gain to the whistleblower asides from anonomity by only naming each case with an increasing numerical notation and keeping no record of the whistleblower's identity/contact details will help the caring people in the community look after those animals they think are being mistreated. Provision of a website to engage with those who want to report a case should hopefully result in the relevant enforcement party with enough info to continue investigating the claim. Where there is Smoke, there is Fire.
Is it worth the trouble to setup and also complain about a neighbour when enforcement of the by-law is key to this working.
