While the objectives of the draft by-law are supported, greater clarity is required regarding operational implementation, system integration, compliance monitoring and enforcement. The City should demonstrate how the by-law will be administered consistently across all areas, how short-term letting activity will be verified, and how supporting systems such as SAP and property rating processes will be adapted to ensure accurate, efficient and equitable implementation. Without robust system controls and clearly defined responsibilities, there is a risk of inconsistent application, incorrect property categorisation, customer disputes and increased administrative burden.
What governance, system controls, oversight mechanisms and performance measures will be implemented to ensure that the by-law is applied consistently across all City departments and geographical areas, and that similar cases receive similar outcomes regardless of where they are processed?
