Proposal to Rehabilitate the Park on Strubens Road, Observatory

Dear City of Cape Town Representative, My name is Andrew Daly, and I am writing to propose a private–municipal collaboration to rehabilitate the overgrown public park situated on Strubens Road in Observatory. The park appears to have significant potential as a safe, attractive and useful public space. Our intention is to restore the area for the benefit of the surrounding community while ensuring that it remains a public park under the ownership and authority of the City of Cape Town. We are not requesting funding or labour from the City. Subject to municipal approval, we would arrange and fund the rehabilitation work ourselves. The City’s role would primarily be to: * Confirm the ownership and status of the property. * Grant the necessary permission for the proposed work. * Appoint an appropriate municipal contact to guide the project. * Confirm any environmental, landscaping, safety or maintenance requirements. * Approve the final rehabilitation plan before work begins. The proposed project could include: * Clearing excessive overgrowth and removing litter and dumped material. * Cutting back vegetation and addressing unsafe or obstructed areas. * Improving the lawn and general landscaping. * Planting suitable indigenous, water-wise trees and plants. * Repairing or introducing pathways, seating and waste bins, where approved. * Improving the general visibility, safety and usability of the park. * Establishing an ongoing maintenance plan to prevent the park from becoming overgrown again. No trees, structures, irrigation systems or permanent features would be removed, altered or installed without the City’s written approval. We would also be willing to work within the City’s approved landscaping and environmental guidelines. The aim is to create a genuine partnership in which private initiative and resources can help restore a neglected municipal space, while the City retains oversight and ensures that the work is appropriate, safe and beneficial to the public. As a first step, I would appreciate the opportunity to meet the relevant City representative at the park for a site inspection. Following this meeting, we can prepare a more detailed rehabilitation proposal, including the planned work, estimated timeframe, maintenance arrangements and any proposed additions. Please advise which department or official should handle this request, as well as the formal approval process we would need to follow. We believe this project could make a meaningful difference to the Observatory community and potentially serve as a positive example of cooperation between residents, private contributors and the City.
