Proposals need Enforcement Measures

I have read through the documents and don't have issue with the proposals, however, I don't see anything regarding enforcement of traffic laws and I wish to submit this comment:
It is evident that lawlessness is increasing on a daily basis. Many taxis (and more and more private motorists) are deliberately disobeying traffic signals or driving illegally / recklessly, eg
- Not stopping at red traffic lights
- Driving in the left yellow lane
- Driving in the right white line
- Driving on pavements
- Disobeying Left-Only or Right-Only turs to cross over an intersection - they do this to skip the queue in the valid lanes
- Not stopping at pedestrian crossings
- Blocking intersections
Taxi's stop anywhere they like, to uplift or drop off passengers, often creating a dangerous situation for other road users and pedestrians. They stop on yellow lines, at traffic intersections, across pedestrian crossings, on traffic circles (the Emporium circle is a favorite), they also double park.
We would like to see an effort made to identify and mark safe taxi drop off and pick up points on our busy roads. Perhaps like bus stops.
Motorists ignore fines and when taxis are impounded, there is a major outcry from the taxi industry, often leading to violence and the perception is that the impounding then stops.
Traffic / Law Enforcement needs to share with us their plans to combat these traffic offences with definite plans that lead to impounding offending vehicles, without fear or favor and conviction of serious offenders.
