Public Comment: Amended Draft Budget 2025/2026

I would like to express my support for the City’s amended draft budget for the financial year 2025/2026.

The proposed changes reflect a meaningful and considered response to public input, and I welcome the following:

1. Expanded Rates Relief
   Extending the R450,000 rates-free benefit to homes valued up to R7 million is a progressive move that recognises the growing cost of living and broadens access to financial relief. The revised pensioner income threshold is especially commendable and demonstrates a strong commitment to protecting vulnerable households.
2. Water and Sanitation Charges
   The decision to reduce fixed water charges for mid-range property values is a fair and sustainable approach. Linking charges to property value rather than connection size is sensible and allows for a more equitable distribution of costs.
3. City-Wide Cleaning and Electricity
   The reduction in City-Wide Cleaning charges, particularly the pensioner rebate, is welcomed. Retaining the electricity tariff relief by removing the embedded 10% surcharge also supports household budgets while maintaining service delivery.
4. Infrastructure Investment
   I support the City’s continued investment in critical infrastructure. Prioritising reliable water, sanitation, roads, and electricity infrastructure is key to long-term economic growth and service delivery. It’s encouraging to see Cape Town maintain momentum when many other cities face decline.
