Sub council capital expenditure

Based on the proposed sub council 14 budget proposal we do not see any real capital expenditure for infrastructure but in ward 16 & 17 there's multiple housing projects on the go. Why are we not spending money on bulk sewerage integration. The current situation in ward 16 is continuous overflowing drains. New projects are just connected to old infrastructure. In a few years the area will be so built up and this will further strain on the current infrastructure
