What assessment has been undertaken to determine the impact of the proposed Tokai High School on local traffic volumes within Bergvliet and surrounding residential streets? The proposal is expected to generate significant additional daily vehicle movements. What evidence supports the conclusion that the existing road network can safely accommodate this increase? Why is a new school being proposed in Bergvliet/Tokai rather than in areas where learner demand is highest and where the majority of prospective learners reside? What measures will be implemented to ensure that increased traffic does not adversely affect the safety of children, pedestrians, cyclists, and domestic animals within the suburb? What measures will be implemented to prevent additional congestion on feeder roads and at major intersections serving the area? Why were Bergvliet residents and ratepayers only informed of the proposed development in October 2025? Why was Alderman Eddie Andrews, MMC for Spatial Planning and Environment, only informed of the proposal in November 2025? Why were the Chief Inspectors responsible for Traffic Operations Areas West 2 and 3 only informed of the proposal in April 2026? What were the reasons for the three month delay in making the Draft Traffic Impact Assessment (TIA) available to all stakeholders? Did Inspector V. Stoltz formally review and approve the Draft Traffic Impact Assessment? If so, what was the extent of that review? Why was the Draft Traffic Impact Assessment accepted without an independent peer review by a qualified traffic engineering consultant? Why did senior officials of the Western Cape Education Department not undertake a site visit prior to November 2025? Is it the policy position of the Western Cape Education Department that stakeholder engagement is unnecessary during the planning phase of major educational infrastructure projects? If not, what stakeholder engagement processes were undertaken in this case? Why is Ms Bronagh Hammond (Director Communication of the Western Cape Education department) of the option that engagement with stakeholder is not necessary? Why are traffic impacts addressed only after a development proposal has been advanced, rather than through infrastructure planning and capacity upgrades undertaken beforehand? Has a comprehensive assessment been conducted of the cumulative impact of the proposed school when considered alongside existing schools, peak-hour traffic, pedestrian movements, and future development within the area?
