Norman Mapela7 months ago The City of Cape Town Council is doing a splendid work in the application of the Municipal Legal Framework policy and adopting bylaws, the Council Systems of delegation to give effect for the execution of delegated powers thereof, by both the Political (Councillors) and the Administration (Officials). ISIZIBA Community Based Organizations of South Africa NPC through arranged Meetings with Corporate Services, Director Citizens-Interface and Subcouncils, resulted in Voluntary Community Citizens assessment of subcouncils administrators' performance. And observed the following 'gaps' weaknesses; * The Council System of Delegation provides for 2 Managers, and the second Manager is for Public Participation to give effect to the Municipal Systems Act, chapter 4, section 16. Community participation, (b) Contribution to building Community capacity and (c ) Annual budget allocation to Community initiatives, Including section 42 Community involvement in Performance Management System however, the Political SOP through Corporate Services overshadows administrative delegation for Political delegated authority and willfully neglect Community involvement in the matters of the Municipality in terms of the RSA Constitution, chapter 7, objects of local government, 152, (1), (e), failure to give effect to the Municipal Systems Act, chapter 4, 16, including chapter 6, section 42 Community Involvement and the consequences are lawlessness, with criminality of extortionists and increase crime, accompanied by angry destructive protests and government social assets vandalism.

Delegations: What Type of Category A Municipality is the City of Cape Town?APPROVED BY COUNCIL: 20 June 2023 item SPC03/06/23, and as amended on 30 July 2025 item C26/07/25 PART 25: SUB-OUNCILS Acting in terms of section 59 of the Systems Act Council hereby delegates the following powers, functions and duties to Sub-council including the power to sub-delegate any of their delegated powers, functions and duties to members of the municipal staff only in terms of section 17 the Cape Town Sub-council By-law 2003: 1. General (1) To assess the performance of service delivery generally within their area of jurisdiction (outcomes monitoring). A capable and collaborative City government and Programme 16.1 Operational sustainable programme to realize diverse Community needs taking into account the IDP proccess Is the City taking into Mind, the RSA Constitution, chapter 7 Local Government, Objects of local government, 152, (1), (e) to encourage the involvement of Community and Community organizations in the matters of local government. 9.11.
