Draft strategy on roads and mobility issues

Deon Goosen•3 months ago It's not only road layout, surfaces that causes unsafe conditions that lead to accidents and death or injury.Driver and pedestrian bahaviour is paramount to the cause of accidents.Behaviour can only be altered with education and if that fails, prosecution.Firstly, schools don't spend much time on traffic education, K53 is a great education but totally ignored once a license is issued. There should be a period before the final issue of a license where compliance is gauged through transgression statistics e.g. in Britain.This points demerit system should be a step in the right direction.Drivers of public transport, should be required to undergo an advanced driving course and a demerit system that causes them to lose their PDP much quicker.Foreign driver licenses shouldn't be allowed for heavy duty vehicles in SA without a qualifying test of the driver's ability.I find that the reckless driving behaviour of mainly the minibus taxi drivers, is soon copied by others when the first gets away with it. Vehicle drivers are punished for collisions with pedestrians while pedestrians gets away scot free with exactly the same behaviour like drunken or reckless walking. This is wrong. It should be changed.Basically, the legislation is available but the application thereof is lacking.

Comment on the feasibility of implementing and operating various wastewater facilities through an external service delivery mechanism

Deon Goosen•1 year ago I am commenting on behalf of Afroforum, Helderberg branch. Afriforum will agree to putting out the wastewater plants, on contract to private companies, on condition that contractors do not have to conform to the outdated BBEEE requirements and no exorbitant rates are levied to the city to fund bribes to anybody. The tender processes and actual pricing must be transparent.
