Comment on Pedestrianisation and upgrade of Charl Malan street in Bellville CBD

The Bellville CBD Local Spatial Development Framework (LSDF) was approved by Council in December 2023 with the aim of guiding the regeneration of the Bellville CBD as the City’s second metropolitan node. A Public Realm Strategy for the Bellville CBD was also developed, to guide short-term initiatives aimed at enhancing safe pedestrian experiences and contributing to the long-term development goals outlined in the LSDF.

In line with the LSDF and the Public Realm Strategy, the City of Cape Town’s intent is to upgrade Charl Malan Street into a quality public environment which reduces conflict between pedestrian activities, informal trading and private vehicles. To achieve this, access restrictions and changes to the movement network are proposed. These include:

In terms of

• Section 4 of the City of Cape Town Immovable Property By-Law 2015, the City of Cape Town intends to permanently close (full or partial) certain roads to vehicular traffic.

• Section 17 of the Local Government: Municipal Systems Act, Act 32 of 2000, the public and interested parties or groups are given the opportunity to submit comments, input and recommendations on this proposal to the municipality.

• Municipal Planning By-law, 2015, the City intends to undertake land use and spatial planning activities relating to road infrastructure projects.

The public and interested parties or groups are given the opportunity to submit comments, recommendations or input on these proposals to the municipality from 27 May 2026 to 26 June 2026. Furthermore, a public information day will take place on Saturday 6 June 2026, between 09:00 and 12:00 at the Bellville Public Library (Auditorium), Carl van Aswegen Street, Bellville.
