About

The policy amendments aim to:

further align the SCM Policy with improved tender evaluation processes; and
strengthen reputational risk clauses for the City.

Intended outcome:

Safeguard the City from reputational risk from contractors not paying their subcontractors and to take appropriate action against those contractors.

The amendments include:

Further enhancing mitigation measures against abuse of the SCM system by extending the period for listing a supplier on the tender defaulters list from five (5) to ten (10) years.
In order to align to a Supreme Court of Appeal ruling, the bid validity clause is also being amended to require consent to extend the validity period from responsive bidders only.

Once approved, the draft amended SCM Policy will replace the current Supply Chain Management Policy (2025).

In terms of section 17 of the Local Government: Municipal Systems Act, Act 32 of 2000, you can submit comments to the municipality in respect of the draft amended policy.
