Comment on the City’s draft Capacity Development Policy for Councillors
-Purpose
We are required, in terms of national legislation, to develop a Capacity Development Policy for Councillors. The implementation of the policy aims to guide and enable our Councillors to:
- perform their various roles with enhanced efficiency and effectiveness;
- improve service delivery for the people of Cape Town; and
- achieve our goal of a Well-Run City.
Outcomes
The desired outcomes of the policy include:
- Increasing the capacity of City Councillors to fulfil their duties;
- Introducing a unique Skills Development Plan and a Personal Development Plan for each Councillor so that they can fulfil their various roles; and
- ensuring that the City complies with national guidelines and criteria for skills development of Councillors.
At the beginning of a new term, all councillors will be required to complete a Personal Development Plan and provide an annual update as and when they acquire new skills. By investing in the capacity development of our Councillors, we hope to see a tangible return on investment for the City and the community.
In terms of section 17 of the Local Government: Municipal Systems Act, Act 32 of 2000, you can submit comments to the municipality in respect of the draft revised policy.
