The City’s District Spatial Planning Department is partnering in the development of a Community Driven Local Spatial Development Framework for Big Bay and Surrounds, and we would like to hear from you.

About

The Big Bay area is located between the R27 route to the east and the Table View coastline to the west, bordered to the north by the Blaauwberg Nature Reserve, and to the south by Marine Circle and Blaauwberg Road.

The area offers:

  • well-connected access routes and the MyCiTi bus service;
  • exceptional natural environmental assets, such as: the scenic West Coast; a coastline attracting kite surfers around the world; iconic views of Table Mountain; and unique biodiversity with threatened Cape Flats Dune Strandveld and Cape Flats Sand Fynbos; and
  • the Blaauwbergstrand Village that originated as a fishing village in the 1800s, which forms the historic heart of the area and includes heritage buildings such as Ons Huisie and Highclere Cottage.

Big Bay is also close to one of the City’s fastest growing regions. The environment for receiving this growth is complex and residents have raised significant concerns about how future development plans may affect them, particularly planning for Erf 1117- a large government owned site adjacent to the area.

In response to these concerns, a group of residents formed the Blaauwberg Spatial Association to organise the community and consider these planning concerns together. A draft LSDF was prepared by CNDP Africa, using the Community Driven Planning Initiative process.

Some of the complex planning issues considered in the draft LSDF include:

  • The unique and irreplaceable biodiversity, which must be managed and protected
  • The future of Erf 1117, a large state-owned site, which is underutilised
  • Job creation for the predominantly residential area where future development is planned
  • Good area management and security for the future
  • Development that will enhance the area and be suited to the context
  • Aligning with and providing a greater degree of detail to existing plans
  • Koeberg Nuclear Power Station Emergency Evacuation Planning

WHAT IS AN LSDF?

An LSDF takes into account the patterns influencing the development of an area and offers a coordinated approach for resolving issues, seizing opportunities, and allocating funds to initiatives with the most potential. It provides a forum for stakeholders to collaborate and produce a visionary tool that directs the area's future growth.

An LSDF aims to:

  • Formulate a vision for the desired future of an area;
  • Set policies and guidelines for decision-making and actions
  • Coordinates, integrates and directs development.


In accordance with Section 12 of the Municipal Planning By-law (MPBL), an LSDF must:

  • Be adopted for specified geographic area of the City
  • Align with MSDF and District Plan
  • Contain the following:
  • – proposals map
  • – desirable land use patterns
  • – appropriate densities in urban form
  • – open space and public facilities
  • – environmentally sensitive areas
  • – show where public and private development should be prioritised
  • – location of publicly funded housing developments
  • – key infrastructure requirements to enable development
  • – Include implementation plan
  • Be binding on all line departments and private sector


PLEASE NOTE

LSDFs do not replace the existing legal requirements for land use planning and environmental regulations, and only become effective once approved by Council. Furthermore they do not take away existing development or give additional rights. Changes in development rights need to go through additional decision processes in terms of the Municipal Planning By-Law.
