The call for comments on the draft CBDMAP follows and complements the recently approved Local Spatial Development Framework (CBD LSDF), which featured the CBDMAP concepts in it.

The MAP aims to make the CBD more liveable and walkable, and accommodate future growth, in line with the Comprehensive Integrated Transport Plan (CITP).

The vision for the CBD is “a safe, secure and inclusive movement network that is efficient and well-connected, providing sustainable, integrated and equitable access to opportunities for a prosperous and people-centred CBD”.

In terms of section 17 of the Local Government: Municipal Systems Act, Act 32 of 2000, you can submit comments to the municipality in respect of the draft plan.

Rachel Schnackenberg9 months ago To truly unlock the vision of a well-connected, accessible, and sustainable Cape Town CBD, it is essential that the Mobility and Access Plan actively encourages and enables remote and hybrid working as a strategic measure to reduce congestion.The most direct and immediate way to relieve pressure on the City’s transport network is to reduce the number of vehicles that need to enter the CBD every day. Remote work has already proven its potential—during periods of increased flexibility, Cape Town experienced measurable drops in peak-hour congestion and significant improvements in air quality. Even a small, sustained reduction in daily commuting—just 10–20%—would dramatically ease traffic flow along the N1, N2, and M3 corridors, benefitting public transport, service vehicles, and those whose work requires physical presence.Promoting remote working is not merely a convenience—it’s a low-cost, high-impact policy lever that aligns perfectly with Cape Town’s sustainability, resilience, and climate goals. Fewer cars mean cleaner air, lower carbon emissions, reduced fuel use, and quieter, safer streets. At the same time, employees benefit through greater flexibility, lower commuting costs, and improved work–life balance—outcomes that translate into higher productivity and stronger economic performance.The City can play a key leadership role by partnering with employers to develop flexible work policies, incentivizing co-working hubs across the metro area, and ensuring robust digital infrastructure to support remote connectivity. These measures would not only reduce congestion but also decentralize opportunity, spreading economic activity more evenly across the city.In short, remote and hybrid work models are an underused yet powerful tool for achieving the Plan’s objectives. Integrating them explicitly into the final Mobility and Access Plan would signal the City’s commitment to innovation, sustainability, and a future-ready workforce—while delivering immediate, tangible relief to the transport system and commuters alike.

admin Durbanville Residents & Ratepayers Association8 months ago While the plan to reduce traffic is both commendable and needed, areas like Durbanville have no rail transport and never will. We also have no access to the the MyCiti busses. For people coming in both during the week to work and on the weekend for social activities, private transport is our only option. Please also consider those who are less mobile, eg physical challenges, small children and the disabled. All of whom will struggle with needing to park on the outskirts and catch PT into the CBD. The current plan only works well for able bodied. Also consider the time implications for those who need to park on the outskirts and move into the CBD. This will greatly limit their mobility unless the PT can be CHEAP, quick and accessible for everyone. All pensioners should have free or greatly reduced cost access the all PT.

Rossouw Nel9 months ago I've read through 'Draft Mobility and Access Plan' and like it's emphasis on making movement across the CBD easier and safer for pedestrians. I also support the goal of decreasing curbside parking, except for deliveries and people with disabilities. I especially like the proposed vision for Buitenkant and St John's Street, since I feel there is no safe route on foot currently after dark from Roeland up to Orange/Mill. One concern I want to express is the plan's assumption that cycling will increase if more bike lanes are provided. This may be mistaken and based on a European model of urban planning and culture. This plan need to be anti-fragile and be flexible in the scenario where cycling as a mode of transport is not adopted by more people. In my opinion, it is wiser to bet on pedestrians than cyclists.

Rhian Meats9 months ago The most important aspect to achieve is secure storage facilities for bicycles if the city is going to embrace cycling as a mode of mobility in CBD. I for one would gladly hop on a train from S. Suburbs with my bicycle and use it in the CBD if I knew I could leave it somewhere close to where I needed to be and return to pick it up in one piece again to return home. This is the greatest challenge world wide and is still problematic in UK, Netherlands and the like, where bicycles are use. Theft and vandalism is rife.With more e-bikes available even in the wind and on hills cycling is more accessible to more people than in the past. Possibly look at including electric segways, hoverboards, unicycles and scooters.There should be no charge for taking a bicycle on a train outside high peak travel times.
