As part of our new water programme, we plan to build a new water scheme that will produce 70 million litres of water per day (the Faure New Water Scheme). This scheme will use advanced technology to turn treated wastewater into drinking water that meets international quality standards. This is one of the City’s major projects to increase our drinking water supply by 300 million litres per day from different sources by 2030.
The Constitution requires municipalities to provide certain services to the public. In Cape Town, we (the City) are the designated water services provider and we own and operate all of our drinking water supply system, but the nature of the Faure New Water Scheme means it might be more feasible to contract an external company to provide these services for this project.
We already use external companies to support us in providing some other services in the city, including solid waste management and public transport.
We previously informed the community of our intention to:- investigate and assess the feasibility of utilising an external mechanism for the provision of municipal services for the planned Paarden Eiland Desalination Plant; and
- collect input from the community as directed by section 78(3)(b)(iii) of the Local Government: Municipal Systems Act, Act 32 of 2000.
We are now inviting you, in terms of section 17 of the Local Government: Municipal Systems Act, Act 32 of 2000, to submit your input to the municipality in respect of utilising a suitable external service delivery mechanism to implement and operate the Faure New Water Scheme.
Useful resources:We will consider all feedback in the finalisation and completion of the feasibility study report, which will be made available to the community for comments prior to its submission to and consideration by City Council.
