About

In accordance with the Municipal Asset Transfer Regulations R878/2008 and Sections 16.6 and 12.5 of the Management of certain of the City of Cape Town’s Immovable Property Policy (adopted by Council on 26 August 2010 C54/08/10), we are considering granting the rights to manage the following property:

We are considering leasing the above-mentioned property to the Haven Night Shelter (an NPO) for a period of 10 years at an annual rental of approximately R1,195.00 (excluding VAT of 15%) for the provision of shelter and developmental programmes aimed at supporting the successful reintegration of individuals who previously slept rough on the streets into society.

A formal agreement between the City and the Haven Night Shelter will allow the use of the property for these purposes.

In terms of section 17 of the Local Government: Municipal Systems Act, Act 32 of 2000, you can submit comments to the municipality in respect of the proposed lease.

Call for alternatives

In order to comply with the competitive requirement of the MATR, the advert will include a call for alternatives, including the following:

  • The call for alternatives will not be limited to a single pre-identified bidder. It will enable multiple bidders to submit a proposal.
  • Alternative proposals should meet the following criteria:
  • Operate a shelter for rough sleepers that provides accommodation, meals and social care services.
  • Develop a personal developmental plan (PDP) for each of the residents within 72 hours of admission to the shelter.
  • Provide developmental programmes to rough sleepers accommodated at the shelter.
  • Develop and implement an exit strategy for residents at the shelter.
  • Assist with reintegration and relocation of former rough sleepers

  • Previous experience in delivery of developmental services to people who are sleeping rough on the streets

Copy of the constitution

  • Body corporate
  • Executive committee meetings
  • Membership and annual general meetings (AGM)
  • Management
  • Alteration of the constitution
  • Dissolution
  • Adoption of the constitution

NPO management structure

  • Executive committee/board identified
  • Different committees or staff members identified
  • Reporting lines identified
  • Functions of various staff members are stipulated
  • Organisation’s organogram included

NPO sustainability plan

  • NPO budget breakdown
  • NPO marketing strategy
  • NPO audited financial statements/reports

NPO staff profiles with copies of certified educational qualifications
