About
In accordance with section 16.5 and 16.6 of the Management of certain of the City of Cape Town’s Immovable Property Policy (adopted by Council on 26 August 2010 C54/08/10) and Chapter 4 of the Municipal Asset Transfer Regulations (2008) we are considering the lease of the following City-owned property:

We plan to lease the property to Pardus Fine Art or its successors-in-title for a workshop to create art and sculptures, as well as for storage purposes.
Information statement
- Reason: the property is not required for the provision of a minimum level of basic municipal service;
- Expected benefit: the property is underutilised, surplus to Council’s requirements, no demand exist for same, and the lease will furthermore relief Council of a maintenance burden and generate funds for the City of Cape Town;
- Expected proceeds: that the City will receive a market-related rental of R79800.00 per month, excluding VAT and including rates, escalating at 7% per annum for a period of 10 years, the rental to be reviewed after five years, subject at any time to two months’ notice of termination. The rental is effective and payable as from 1 February 2026.
- Expected gain or loss: no loss will be incurred by the City arising from the granting of right.
- The proposed transaction includes a call for alternative proposals. The call for alternatives is not limited to a single bidder and should include the proposed rental, proposed use, etc:
- The proposed use of the premises as a workshop to create art and sculptures, as well as for storage purposes
- The use of the property will contribute to tourism development and support the creative industry in the area.
- The proposed proposal aligns with the City’s strategic objectives to stimulate economic growth and a cultural enrichment.
In terms of section 17 of the Local Government: Municipal Systems Act, Act 32 of 2000, you can submit comments to the municipality in respect of the proposed lease.
