Comment on the proposed permanent closure of Klipfontein Service Road and East Street in Athlone

The City is proposing the permanent closure of Klipfontein Service Road and East Street in Athlone, and we want to hear from you.

It has been observed that vehicles passing through the area persistently enter via Klipfontein Service Road at the intersection of Thornton Road, Klipfontein Service Road, and North Link Road. This results in vehicles stopping in the designated “Keep Clear” zone, blocking the intersection, and restricting access from Klipfontein Road, which leads to disruptions in traffic flow.

The permanent closure will:

  • discourage traffic from using residential areas to bypass main routes and
  • reduce the congestion at the intersection of Klipfontein Service Road, Thornton Road and North Link Road.

In addition, the permanent closure of East Street will discourage traffic from bypassing the main route via South Avenue.

The following road closures will be required:

  • Klipfontein Service Road, between Thornton Road and Eagle Road.
  • East Street, between Klipfontein Service Road and South Avenue.

Traffic analysis and observations support the closures, but a public participation process needs to be followed to support the closures

In terms of Section 17 of the Local Government: Municipal Systems Act, Act 32 of 2000, you can submit comments to the municipality in respect of the proposal. Submit your comments from the 3rd of July to the 3rd of August 2026 via the following channels:
