Comment on the proposed vision for Rondebosch CBD Main Road

1. BACKGROUND

The City of Cape Town’s Spatial Planning and Environment Directorate, Urban Planning & Design Department invites you to comment on a vision for the proposed regeneration of a section of Main Road in the Rondebosch Central Business District (CBD), between Belmont Road and Woolsack Drive.

Rondebosch CBD Main Road is a vibrant urban corridor and key hub of economic and social activity, serving residents, students and visitors. Increased development and activities in the area have highlighted the need to improve the quality and functionality of the public environment.

The project aims to create a vision for a safer, more vibrant and integrated public space that supports pedestrian movement, enhances the user experience, and strengthens the area’s role as a commercial destination. Potential interventions could include improvements to pedestrian infrastructure, public space quality, the rationalisation of parking for cars and motorbikes, and the introduction of traffic calming measures to improve safety and circulation.

Input is being sought from the community to identify key concerns and opportunities along Rondebosch Main Road, so that these can be meaningfully incorporated into the proposed vision.

3. REQUEST FOR COMMENT

In terms of section 17 of the Local Government: Municipal Systems Act, Act 32 of 2000, the public and interested parties or groups are given the opportunity to submit comments, recommendations or input on this proposal to the municipality from Thursday 28 May to Monday 29 June 2026.

A public open day will also be held at the Mowbray Town Hall in Mowbray on Wednesday 17 June 2026, between 17h00 and 19h00.

The Rondebosch CBD is an important urban node in Cape Town’s Southern District. It developed over time along Main Road (M4), one of the city’s historic transport routes. The route connected surrounding suburbs and supported the growth of businesses, public transport, and community facilities.

The Southern District Plan identifies nearby Claremont and Wynberg as key metropolitan nodes, with Rondebosch and Mowbray forming part of an important activity corridor along Main Road. Today, the Rondebosch CBD remains a vibrant local centre and transport hub for residents, students, businesses, and visitors.

The portion of Main Road within the Rondebosch CBD is located between Belmont Road (to the South) and Woolsack Road (to the north). It extends from the Riverside Mall to the Baxter Theatre.

The site can be divided into three areas with distinct characteristics. Character Area A (between Burg Road, Woolsack/Meadow Street) is primarily a residential area, Character Area B (between Rustenburg Ave and Burg Road) is a mixed-use area with residential, commercial, and educational facilities and Character Area C (between Belmont Road, Church Street, and Rustenburg Avenue) contains general business and retail buildings, with an active ground floor including restaurants and small shops.
