The City’s Freight Management Strategy envisions all freight transport in and around Cape Town to be safe, efficient, and reliable, serving the needs of the local and regional economy without compromising the access and mobility needs of fellow road and rail users.
Freight transport is an enabler of the region’s economy, facilitating the movement of goods that support trade, industry, and local livelihoods and needs.
The 2016 strategy identified key issues, which are still relevant, such as:- infrastructure strain,
- safety concerns, as well as insufficient enforcement within the freight sector, and
- alignment with national, regional, and local goals.
- An increase in road-based freight, as rail infrastructure and services had declined in that period
- Rising safety concerns, with 20–30 truck crashes each month on freeways.
- Growing informality in the trucking sector, resulting in reduced roadworthiness, poor driver behaviour, and informal parking at the port and other “hotspots”.
- Growth in online shopping, leading to more light-delivery vehicles (LDVs) and micro-freight on local streets.
- Operational challenges at the port of Cape Town, affecting reliability for exporters and importers.
- Increasing environmental concerns, including emissions and noise.
The updated FMS responds to these challenges while aligning with national and provincial policies and the City’s current Integrated Development Plan (2022-2027) and Comprehensive Integrated Transport Plan (2023-2028).
There is an urgent need for more freight to shift from road to rail, and for greater use of the after-hours services offered by the port. The strategy envisions the increased use of Belcon as an intermodal facility to enable containers to access the port by rail, and an intermodal facility and freight village to increase efficiencies in freight movement, and enable more freight on rail.
Once approved, the strategy will update and replace the Freight Management Strategy (2016).
In terms of section 17 of the Local Government: Municipal Systems Act, Act 32 of 2000, you can submit comments to the municipality in respect of the draft strategy.
