Registered NPOs who submit a business plan will be considered for the operation and management of the Rust-en-Vrede Cultural Centre in Durbanville.

Erven numbers: Portions of erven 680 and 685
Extent: Approximately 7094 m²
The Rust-en-Vrede Cultural Centre should offer a diverse range of services and opportunities to:
- engage the community,
- promote and inspire creativity,
- support local artists, and
- offer economic and social development opportunities.
Applicants must have a proven record of accomplishment managing similar facilities.
If your business plan is chosen, you will enter into a Facility Management Agreement (FMA) with us.
Please note:
We are required to follow the Supply Chain Management processes when selecting and appointing an external registered NPO to operate from a City-owned facility.
Requirements
Your business plan proposal must include:
- a detailed annual programme
- products and services offered
- operational strategy
- an integrated sustainability plan (including the business model and operating budget)
You may put forward a model in the business plan proposal that includes sub-letting parts of the Rust-en-Vrede Cultural Centre, however, all sub-leases must be reviewed and approved by the City.
The proposal must also explain how the principles of diversity, equity and inclusion are embedded in the plan.
Copies of the following important documents must accompany your business plan:
- The organisation’s registration certificate
- The organisation’s constitution
- Management structure of the organisation
- Certified copies of IDs of committee members and responsible officials
- Latest audited financial statement
- A valid tax compliance status certificate
- Municipal account paid up to date
