Various suggestions

Danie van der Merwe•1 month ago I get the limited number of animals per home, but would a permit be granted where someone has rescued cats for example, and there are 7 of them in a cat-proofed garden? These cats would all have been strays running around causing a nuisance. Very happy about 11(2) where a person must show they have litter bags for picking up dog excrement. Really welcome as a proper preventative measure now. Good to see stricter requirements on working equines. I would much prefer horse-drawn vehicles to be banned from all busy roads as it is a danger. But such vehicles must carry a proper numberplate registration. The hand drawn card with the horse's name is not sufficient. Drivers and officials need to clearly see if it is a registered vehicle. In fact, they should even have a hand operated brake for steeper ascents or descents as well as horses cannot "brake" on tar roads. For section 19 where exactly does this get reported? Needs an e-mail address or is it via e-Services app? Otherwise, an e-mail to the city would be deemed "reported". Section 26 - we have to register every single dog and cat across the entire city? Where and how is this going to happen, and what sort of costs? I do wish we had similar regulations for the keeping of children...

Supported

Danie van der Merwe•2 months ago Yes too many have made their entails into full-on businesses with multiple units being rented out. That does take up housing. It is only fair then that they pay business rates, like anyone else who has to pay business rates for running businesses from their homes.

Support Neighbours being informed

Danie van der Merwe•3 months ago It was a problem I faced after a neighbour was busy building a double-story house right behind our house years ago. I only knew about it when the building started. I'm still really unhappy about it and all objections at the time were just too late.

Telegram and Meshtastic for use in Disasters

Danie van der Merwe•8 months ago I want to primarily make this suggestion for disasters as firstly many City communities already use Telegram for the larger groups (currently 200,000 members) that are possible, with better management of such large groups including topic creation to better focus messaging versus one big chaotic group. But an important aspect for disasters, is being able to reach millions of citizens immediately. There is cellular emergency broadcasting, but I know this has not been implemented or enabled for Cape Town (that would cover everyone including tourists). This would have been our first prize. A Telegram broadcast channel run by the City can have unlimited numbers of users subscribed so we can have every single citizen subscribed, running into millions. It is one-way so not intended for replies or complaints. It is private, so users cannot see each other. Channels are perfect for sharing announcements, news, or promotions with a huge audience, or for providing news during disasters when many/most residents today no longer have radio receivers in their homes. We cannot just rely on radio anymore to actually reach residents, and radio does not push notifications either even if it is turned on. See https://telegram.org/faq_channels. On the topic of radios, we do have over 150 citizens across Cape Town who now are part of the license-free Meshtastic radio network, using the cheap Meshtastic devices on the license-free band on 868 MHz. This allows communications across suburbs (over the mountain into Worcester and up to Melkbos, and even on top of Table Mountain where there is little cellphone reception) with zero Internet or cellular availability. It is 2-way, meaning residents can call for help, and their location can be seen if assistance must be dispatched. Those which are reporting, can be seen at https://meshtastic.liamcottle.net/?lat=-33.9436231519295&lng=378.7296295166016&zoom=11.
